Vendor Submission Module facilitates online solicitation response. Vendors
can submit bids and proposals via lockbox mechanisms. The infrastructure
has unlimited file upload capabilities. Vendors can also upload the entire
bid/proposal. The Agency can require vendors to answer specific areas and
upload specific files that are relevant to that section. This helps in
evaluation of proposals. While responding to bids, vendors can submit per
line item, or per lot. Substitutions are managed. Vendors can write
comments and upload spec files.
